Best practices for cold outreach to business owners

I'm 3 months into my search and struggling with cold outreach response rates. Currently getting about 2-3% response rate on my emails to business owners.
For those who have been through this — what worked for you? Direct mail? LinkedIn? Phone calls? Any specific messaging that resonated?
I'm targeting manufacturing companies in Germany, so cultural considerations would be especially helpful.

In Germany, direct mail (physical letters) works surprisingly well with Mittelstand owners. They take it more seriously than email. I'd also recommend getting warm introductions through Steuerberater (tax advisors) and Wirtschaftsprüfer (auditors) — they often know who's thinking about selling.
